This study analyzes and organizes the components of digital strategies of foreign governments from the perspectives of purpose, process, inter-layer collaboration, structure, action plans, strategy activation, and evaluation. The insights gained in this process are used to identify the characteristics, advantages, and challenges of each.
We believe that the insights gained in this report will be useful not only for administrative agencies in Japan, but also for administrative agencies in other countries when formulating and revising their strategies in the future.
